0023 Hours Deputy made a traffic contact in the 1600 Block Locust Road. He arrested Tobias Quintana, 20, and charged him with possession of a controlled substance, identity theft, false information to an officer, obstructing an officer, and introduction of contraband. He arrested Quintana on an outstanding warrant also.
